This applies to the dev version so it's more of an fyi bug report.

After installing the Elements module to get the Horizontal Tabs selection to display, I created a Horizontal Tabs Group and Horizontal Tabs Items. The Horizontal Group fails to display at all. The Horizontal Tabs Item (if it is not nested within the Horizontal Tabs Group) displays as a fieldset.

This is correct. Please read the help text, you need the correctly set the wrappers / groups with its items ...
And of course the fact that it is not included yet in elements ... we will even merge the branch 1 and 2 in 1 again while providing a patch to remove the horizontal tabs things untill we are ready to go.
There is no need to have this issue.
