Can I be cheeky and throw some suggestions at this?

1) Ability to setup a node type that allows you to specify the path at node level i.e. looks at a specific path and all subdirectories within it. i.e. NODE 1 might be files/council would list files / council as the root and allow access to the files contained within any sibdirectores i.e. minutes, agendas, presentations etc. Whereas NODE 2 might be files / maps as the root and allow access to the files contained within the subdirectores scotland / england

2) Multi Drupal setup support i.e. sites//files

3) Access Control to view / add / delete / create directory

If I understand this correctly you mean something like "mount points" or different file hierarchies and nodes as folders. The secon one is a no-go, until core starts doing it. The first one is possible. It is trivial, actually I was cosidering doing it, but I would not put it in this module. An extra? yes sure. When I have time to implement it. It is a very nice feature, but relatively low on priority, but if want to do it, I can help as much as I can, we can even, I'll check with module policies, put it in the same ditributilon as an optional module, dependent on docs.

Multi Drupal setup support i.e. sites//files

Will support it if upload.module supports it. It is unlikely to be supported soon, since the sites need to share not only the directory, but db data as well.

Access Control to view / add / delete / create directory

That is something really needed, I have postponed it, since I don't want to add to the permissions soup too much.
