The file upload limit on my host is too small for the MP3s I want to upload via HTTP. Is there a simple way to make files uploaded via FTP visible in the "Library"?

There isn't a simple way to do what you're asking. At the least, FTP is completely insecure, so if that's the only way to upload files of a decent size and you can't up the max upload size in PHP, you should change hosts. Being able to upload files larger than 2M is a very standard configuration and the vast majority of hosting providers let you do larger uploads.
