Put I guess your module's functionality is already implemented by at least one other module: http://drupal.org/project/maillog. With maillog you can disable the Mail system and even got a backend log. Maybe you can help out there for any missing functionality, I did oversee in your module.

I have not seen those modules but mine is just an initial implementation of something that others haven't. Thanks for let me know so I can refer Maillog in my project page.
