url rewrite inbound alter needs to handle site_frontpage?

It would appear that implementations of hook_url_inbound_alter() need to detect if they reduce the $path to nothing because of stripping off path prefixes and expressly resolve to the site_frontpage variable.

I don't know this for sure - but I do know that doing this makes our use case work.
