This can help ease the pain of copy/updating the Twilio PHP library and automate downloading with drush commands. Note: there is already an example of usage in the Drupal Twilio project: here.

I have successfully tested this, manually reviewed the code, ran it through coder_review to confirm it meets Drupal standards, and am marking it RTBC.

This feature is dependent on http://drupal.org/node/1449494 which is ready pending community review.

The version in git that the code pulls has an error in it, but that is that open source projects problem, not this one:

Notice: Undefined property: Services_Twilio_Rest_SmsMessage::$IsError in Services_Twilio_InstanceResource->__get() (line 61 of /Users/mcpuddin/Sites/sms/sites/all/libraries/twilio/Services/Twilio/InstanceResource.php).
