Bulk import creates an empty quote entitled %id

The bulk-import option works well, but if you enter %id as the title, it titles all of the imported quotes correctly, and also adds an empty quote with the title "%ID" It doesn't get counted in the "Imported XX quotes", but it's there as the second-to-last quote added.
