I have created a panel page and i translated it into 2 languages.

When i disable the Language fallback, the panel page will be shown empty (the text "English translation unavailable for ..." is displayed).

Is that the expected behavior of the Language fallback setting?

The language fallback setting, when enabled, ensures that for each field attached to an entity (body included) a value is displayed, even if it does not match the current language. If you disable this behavior and you have no value matching the current language nothing will be displayed.

Hence I guess the answer is: yes, this is the intended behavior.
