Is there a way to specify a maximum size for an image which will be resized?
Where/How to do it? :)

This is a duplicate issue of #433116: Maximum width, there is an issue to introduce this in Drupal 7 which needs to be solved in D7 and backported to D6, let us keep the effort focused to introduce this feature :)
