Is it possible to import (e.g. from another Drupal based website using the services module) data to create persons (projects and so on)?

Is it also possible that every user can create persons and decide if these are public, and if public then they are in the big pool with all public persons. From there every user can select persons, contact them and work with them on projects.

These features aren't available as standard - but you may be able to use other Drupal modules or a bit of custom code to help import from legacy systems (for example).

However bear in mind that the Drupal 7 version of Storm is not ready for production use yet.
