I did a search and couldn't find this:

Is it possible to set it up so that users can ONLY add content to a single taxonomy for example I want to add a Fanfic section to my site and allow users to add to it but not to the rest of the site (but they need to be able to still respond to other content).

You want the Taxonomy Access Control module, it's in the downloads section.
