Yes, development of this module halted a long time ago. That does not mean you cannot use it. I still use the D6 version, which is much older.

Given issues like http://drupal.org/node/1246606 and the breaking of links, I wouldn't claim this is really useable.

What text format filters are being developed in its place, if this one is no longer developed?

I'm still supporting this module, even if it's just for my own site.
However, feel free to use any of the other BBcode modules instead.
