There's currently no automatic way to implement this. I think ultimately the right way to go about additional coupon restrictions would be to add a set of rules conditions which are invoked when a coupon is applied to an order - but then would also need iterative condition evaluation as discussed at #821986: Evaluate conditions on list items.
