I enabled the module on a website I am building and the settings are not showing up on admin/config
I'm not getting any error reports.

I'm at a loss as to why.

Check that Coder module is not enabled and disable if it is.
This module checks coding standards for all modules files and takes a lot of memory, which can lead to WSOD on admin/config/* pages.
