Add Preview/Submit buttons below the previewed content

Issue Summary

i hate scrolling past the compose window once I'm satisfied with my post. we should have a submit button above the compose form and below the previewed content while in preview mode.

I don't like this idea, and it looks like noone else did either. Closing because this is really old.
