Is this true and if so is there a work around to use WPP without Express Checkout?

There are one or two contrib modules to add Express Checkout you can use until we can review them and get the code into this module. I expect that to happen in the next couple of months. In the meantime, if you require this, use the contrib module, but I'm not sure how this rule is being enforced at the moment beyond limiting what solutions PayPal would certify (if they even still do that).
