Bounty Job: Geo Tagging & Filter Solution for Drupal 5

We are Laughter Yoga International, a Mumbai based international non-profit. We urgently require geo functionality for a new Drupal 5 site (see http://drupal.org/node/149257).
This multi-tier worldwide geo tagging component will be applied to all nodes, photos, articles, events & members on our site. It will be used to match users with appropriate content, and in our service & event finder will be used to locate and filter appropriate geographic results.
Ideally this should be part of the taxonomy for the site, but we will look at other ways also.
Geo levels are planned as follows but we will listen to other ideas:

REGION will be for example Europe, Asia, etc and is used to reduce the number of countries in the COUNTRY list for user friendliness (from our data)

COUNTRY will be a list of countries (from our data). Ideally this should incorporate an ‘alias’ function to deal with inputs like GB, Great Britain, UK, United Kingdom, Britain & England; US, USA, United States, etc.

STATES for now only required in US, Canada, Germany, India Australia (from our data)

CITY/TOWN: this should be added by the user, with auto complete used to prevent mis-spelling of cities already added by other users.

In a perfect world this will hook into Google maps and later allow proximity searches on zip codes, results within 25 miles, etc. I suspect we’ll have to adopt an interim solution and later change to an advanced Drupal/Google solution when this becomes available.

TAGGING COMPONENT
This will be incorporated into almost every aspect of our site so usability is important.
It is important that all levels are added as tags, not just the city.

FILTERING COMPONENT
Let’s say you want to find a laughter yoga club or laughter yoga training class. You need to easily drill down to your city/town, but if there are none available there, to jump up a level to where there are results available. We are in 55 countries, so In some cases results may only be available on a regional basis.
An easy to use filter interface is preferred.

PREFILL
In an ideal world, once you have registered as a user and input your geo data, whenever you go to a geo-filter on our site we would like your geodata prefilled into any filter forms as default. So if you’re in Chicago, Chicago will automatically be prefilled. If you’re traveling to New York & want to search there you can change the filter settings to New York.

We are not geo experts, but we have an urgent need for a working solution very quickly. We have been unable to develop a working solution in Drupal 5. As a non-profit funds are limited but we are prepared to make payment for a working solution with support.
