I installed EPSA Crop on drupal 7 and also Jcrop v0.9.9. It's not showing image handles when I add go manage the image crop. I have tried this on 7.x-2.2 and the latest dev. I also can't drag the crop area around the original image. I can only drag the edges.

I figured out what was wrong, I had to copy the Jcrop css directory into the libraries/all/Jcrop
