Offset not respected

Repeatable: Always
Steps to repeat:
1. Create 2 nodes
2. Add a Database server to "Default node index"
3. Indexing the created nodes
4. Create a "Default node index" view
5. Set pager to 1 items per page and offset 1

Expected Results:
When viewing the view, there shouldn't be a pager

Actual Results:
Pager show 2 pages; the second page is blank
