disable forms under admin/ using a pattern-matching list of form ids or similar

This would make people administer the whole site via drush or some other staging mechanism.

There may be some urls we don't want this on, like admin/content/node admin/content/comment admin/user/user however there is an argument that those could be created as VBO views on something like example.com/manage/

It should be off by default and enabled via drush.
