Contextual links within pages / blocks could be a useful starting point for a rule creation wizard. Say I'm on a user page, and I click on the contextual links page wrapper, and it would show me available events that would trigger on viewing this page, or conditions for this data type, or actions that might work there. There would also need to be a way to vary the rule with things of this type or select to make it distinct to this instance of that type.
