Does it have an inspector to select the element to style?

No, and I think that would be out of the scope of this module.

Typically in my workflow, I would use the Chrome Developer tools in conjunction with the Live CSS module. I'd use the inspector to see which style selectors are affecting an element. When making changes I use the search feature in Live CSS (Ctrl+f) to find the selector I want, and then make adjustments. There could certainly be better ways to search through selectors though.

I see your point but I still think that an inspector would be awesome for this module.
