I have the following moderation flow:
Draft => Published => Technical Review => Editorial Review => Public
Published documents are viewable, but only to certain roles (anonymous doesn't have access). I've configured Content Access and Rules so that when the transition from Editorial Review to Public is made, anonymous users can view access to the node.
This would all work, except that Workbench Moderation does not seem to allow transitions once a node revision has been published.
Is there a different way I should be going about this? I need the content available to the "staff" role, and searchable, even while it's pending review.

crimsondryad commentedThere is a permission to allow specific roles to view unpublished content. The barrier is that when you're reviewing items, unpublished doesn't show up until you click the link at the bottom to view all content and then select unpublished. However, if this is a real problem for you, you can change the view to allow the main content pane to show unpublished content too.
Then published really is the final role and your other transitions happen before.
