Do we have a central repository from where one can download addresses for countries?
One may not want all and some one may want some, accordingly they can download and install
ex:canada.patch, china.patch

i think you're referring to the list of provinces which are supplied for certain countries, like canada. those lists are always included with the latest version of the module. if the country you need is missing, then somone will need to submit a patch to add it, like this one: #1592174: Support for South African provinces. once there's a patch provided in the standard format, the module will be updated and new versions will include it.

i would suggest that you try following the examples provided to add the provinces for the countries you need, then create a patch and submit it here so that everyone else can use your contribution. there are instructions on creating patches at http://drupal.org/patch

make sure you use the complete official names and abbreviations for the provinces for each country. wikipedia is a good source of these if you don't already know them.
