I've enabled the block "Weather: IP-based location of user", of which I htought it would show the weather near the person viewing the page (with this block being displayed).

When I checked by phone all users were seeing the same data (even someone from another country). So I take it that it displays the weather near the author of a page (being the "user" that created the content).

If so: is it possible to display the weather based on the IP of an anonymous visitor?

That is probably a cache problem. If you're disabling the cache on your site, does the weather block show different locations for your users?
