chx says to file this as a bug, so here 'tis. :-)
When building a node_form, the author block is always added, although sometimes it has #access set to FALSE. That should make it easy to then set it to TRUE in form_alter if desired (and I so desire). However, node_form_submit() passes the save routine off to node_submit(), which in turn then checks user_access('administer nodes') to decide if the author info should be saved, completely disregarding the #access setting. That forces someone who wants to expose that field to selected non-admins to add their own yucky submit handler to the form.
