In the admin menu,
Structure->Taxonomy->Add Vocabulary link is mostly on the top. Followed by the links to Existing Vocabularies.

However if there is a vocabulary that is alphabetically prior to "Add Vocabulary", then "Add Vocabulary" link sinks below and gets mixed up in the list of Vocabulary names.
