Upgrade ms-Dropdown library to newer version

The ms-Dropdown library included in this module is not up to date. There is a new 2.38 version.

It seems today changes has been done to that library that finally correct its flaws when the select is inside a div layer with relative position so I'm going to test it and if all works fine I upgrade the version included in this module.
