Port the file validator function _contact_attach_upload_validate() to Drupal 7

Drupal 7 no longer uses variables to store the permitted extensions, file sizes and max quotas for each role. Implement these variables as contact_attach variables. The next step after this is to expand the contact_attach settings form to include fields to set these variables for each role, but that will be in another issue.
