As of Rules 2.1, there is now i18n integration (rules changelog). Relevant rules actions (e.g., "Send mail") can now be translated using the standard interface.

It would be awesome to be able to easily translate the private message subject and private message body provided by the "Send a message" rule.

Haven't seen this before.

This should be as simple as adding a translatable => TRUE property to every argument that should be translatable. Patches are welcome.
