Port implementation of mail hook to Drupal 7

Use contact_mail() for D7 as a base and add the attachment code, which will be the same for D7 as for D6. Also update the OG Contact code that is commented out to the one found in og_contact_mail() in the 7.x-1.x branch and add the attachment code to it.
