1. Install contributed themes in "sites/all/themes".
2. Delete some of them.
3. Still, there remain links to the deleted themes in "/admin/build/block".
4. Of course, each deleted theme's block does not appear when clicking. You see system default's block appearance instead.

I have also run in a problem similar to this. What I did is I deleted some themes. Then I went to admin/build/themes so the system table could be refreshed. Then I opened the database to check the table was clean of the deleted themes. The system table was clean but the blocks table was not. Any theme that I enabled and the deleted was still in the blocks table.

Considering the age of this issue with no responses and that D5 is unsupported, I am closing this issue.
