I just worked with http://drupal.org/project/apachesolr_user_indexer and make it work now.
After that I find it's quit easy to enable apachesolr_views to support other entity like user.
So here is the patch to the latest git.
(This patch http://drupal.org/node/1435432 was also applied, other wise pagination doesn't work. )
