I've enabled the module, but I don't get the settings page.
Am I doing something wrong?

I suspect you have not yet made an instance of a fixed dropdown. There is no "admin" screen as such, you just need to create an instance, and then when you fill in the details, thats where you will submit your database etc...

Hmmm... I admit - I don't get it ;)
Where do I create this instance? (I looked for the documentation but still don't understand...)

No worries :-)
I assume you have all your modules loaded and enabled....
So, first go to a cck content type that you would like to add a fixed data dropdown to.
Now add a new field
Then, for the field type, under "text" you should have "Fixed Data (dependent dropdown)" as an option. click that and create the field. Now you should be given a bunch of options about loading a database file, etc. Hopefully at this point, the instructions on the homepage of the module help, if not - ask again :-)))
