Any reason why there is no block for Mass Contact? I am using the Toolbar admin module from Core and not using the Navigation Menu. Would like to have a Mass Contact block, either a simple link or perhaps a link with a mail icon, which like other blocks can be configured to appear for certain roles.

It sounds like what you are asking for is a menu link to the Mass Contact page. One already exists. The path is "mass_contact". The title is "Mass Contact". It should be in the Navigation menu block by default, but you should be able to move it to where ever you want.
