Remove _contact_attach_upload_validate(), moving its content to the common contact form validator

As we now have only one form validation handler for both contact forms (site-wide and user), we no longer need to have the attachment validator in its own function. So move the content of _contact_attach_upload_validate() to contact_attach_contact_form_validate().
