Users unable to easily view submissions

When a user with permissions accesses the content/webform node, a listing of published forms are displayed with links beside them for submissions, analysis, table and download. Clicking on any of these links yields an access not authorized message. If the user clicks on a form they have previously submited, there is a link above the form allowing them to see previous submissions. Can this functionality be added to the upfront "submissions link. instead of the webform-results or allow users permaission to webform-results node.
