Issue Summary
According to this issue, Backup and Migrate has an export function; however, in the 7.x series, such links do not appear even when Ctools is installed.
As pointed out here, it is possible for one to go the URLs manually, but having the links in the interface again would be much easier to use.

However, here is the patch if you really want it right now.
This patch is part of the #1day1patch initiative.

The import function is going into the 3.x branch so this issue will be resolved when that is ready (soon, I hope)
