According to this issue, Backup and Migrate has an export function; however, in the 7.x series, such links do not appear even when Ctools is installed.

As pointed out here, it is possible for one to go the URLs manually, but having the links in the interface again would be much easier to use.

As said in the code :

Export link disabled until we have an import function.

However, here is the patch if you really want it right now.
