This is a good question, I need the same too! I would like to set up content types where users can define three levels of tags, one privat and two public - meaning one visible also to non-registred users and one only visible to registred users. This way, users can write blogs and define their own tag-structure and possibly also make their own menus later on. The settings will be that if they assign a public tag, everyone can read it. If they assign a private tag, then they can chose whether other members can also read it or if it's completely private, i.e. only they can read it themselves...

Look at Usernode. Combining that with a special user taxonomy will give you all the flexibility you could ever want. I think.
