Administrator role not listed on contact attach settings page if permission not set explicitly

The administrator role is checked automatically when a permission is checked for another role. This permission inheritance does not cause the permission for the administrator to save. As administrators have all permissions, even when they have not been explicitly set, we need to add the administrator role manually to the contact attach settings page.
