Ensure that the user does not set the number of attachments to 0

Educate the user to revoke the permission to attach files to contact forms rather than setting the number of attachments to 0. The normal contact form is called when the user does not have permission to attach files, which is more performant. If the user has permission, but the number of attachments is set to 0, it's a waste of resources.
