For those of us on multi-administrator sites, the lack of hook_perm means no one can be given permission to edit the facebook_auth settings - only the original user can do so. This patch creates those permissions in the access controls page.

Really we shouldn't be returning 'access content' again.
I'll apply a patch this weekend when i have time to work on it again.
