"Language switcher (without administration language)" block shows up when there's no other language to switch to

Drupal core's "Language switcher" block displays no content if there's only one language available (i.e., there's no language to switch to).

Admin Language's "Language switcher (without administration language)" block doesn't follow this pattern — if there are two languages installed (one admin language, one user language), this block still shows the solitary user language, even though there's nothing to switch to.

I think the correct behavior would be to hide the solitary language choice in this case, analogous to Drupal Core's behavior.
