Settings page does not list roles that inherit permissions from the authenticated user role

When the authenticated user role is granted contact attach permissions all roles except the anonymous user role should inherit the permission (since all created roles are authenticated users). The contact attach settings page does not take this into account so there will be no listings for roles that indirectly have the permission to attach files on contact forms be on the permissions page cause the authenticated user role has it. Fix it!
