I have just created an issue on CTools issue-page: #1524668: An AJAX HTTP error occurred. HTTP Result Code: 403 (Panels).

There was an issue when I am trying to add or change settings to a region on flexible in layout.

Hello,

I have to reopen this issue, because I and other peoples have tried on CTools, but it seems the errors are from Panels module, not CTools.
So it needs to be fixed, you can read more from the comments in #1524668: An AJAX HTTP error occurred. HTTP Result Code: 403 (Panels).

PLEASE DO NOT RE-OPEN AN ISSUE THAT'S CLOSED DUPLICATE when it is CLEARLY a duplicate. It is CLEARLY a duplicate because you just reference the other issue.

IF it's a Panels issue, then MOVE THE ISSUE to the Panels queue.

It does *no one* any good to have duplicates of the same issue running around. It just dilutes any effort those of us who can fix it might put into it.
