I don't see a way to place, or move a sticky note around on the page. It seems that it is just text in a block that appears only on the page it was created. Am I missing something? Can it be dragged around and placed somewhere else on the page?

The "Stickynote block" block can be moved around at admin/structure/block like any other block. By default, I believe it is placed in one of the side bars.

The context module can be used to place blocks depending on certain conditions.
