Thanks to #1526232: Add registration status, I'm sure a 3rd party module could implement this much easier.

There is a registration_waitlist submodule now available in the waitlist feature branch if anyone is anxious to check out the direction we're headed with this. Planning to merge this feature into the main 7.x branch in the next week or two.
