I haven't tested other IE versions yet.

If you invoke a popup, but you're scrolled down on the page, the popup resides at the top of the page, and you cannot see it.

We resolved this issue with the patch in #1294478: Modal dialog dynamic resizing. Closing, since it seems this is really a CTools bug.
