I like the 960gs but I need to go wider to 1000px. What base theme is best to use for this and how do I go about making it 1000px wide?

960 is chosen for a reason,
960 is chosen for a reason, it allows for 1, 2, 3, 4, 5, 6, or 8 columns (since 960 is divisible by all of these values).
1000 pixels wide + scroll bar may be wider than a 1024px screen, which will force horizontal scrollbars. I don't remember the maximum amount before hitting that point though, it may be larger than 1000.
