Inline link styling is broken

It seems the ul.links styling was changed to ul.inline sometime in Drupal 7. I'm not sure if this is a bug existing from Drupal 7.0 or a change made later.

Zen overrides system.menus.css, so this change doesn't get reflected in a Zen sub-theme. And Zen's page.scss uses the wrong class, so its broken there too.
